Embedded Technical Support Units (TSUs)

TSUs allow us to work shoulder-to-shoulder with governments and nonprofits — translating strategy into day-to-day action and driving reform through hands-on, long-term operational support. These embedded teams bring multidisciplinary expertise to strengthen governance, improve coordination, and accelerate implementation. We deploy cross-functional experts within ministries, utilities, and public agencies, strengthen programme management, institutional processes, and delivery systems, support policy rollout, regulatory alignment, and operational planning, build mechanisms for cross-department coordination and adaptive problem-solving, and provide real-time analytics, reporting, and decision-support to leadership.

Capacity Building for Public Sector Leaders and Frontline Actors

Athena collaborates with governments, development agencies, and nonprofits to strengthen leadership, technical competencies, and performance management across institutions that drive social impact.

Building the human and institutional capabilities needed for sustainable impact, we design capacity-building efforts that go beyond training — focusing on systems strengthening, behaviour change, and long-term ownership. We enhance leadership, management, and problem-solving capacities across public systems, co-design blended learning programmes, peer exchanges, and e-learning platforms, embed technical advisors in ministries and local governments for hands-on mentorship, develop sector-specific toolkits, competency frameworks, and learning modules, conduct capacity diagnostics and co-create action plans to address skills gaps, establish monitoring, evaluation, and learning systems for continuous improvement, and build knowledge-management platforms that strengthen organisational learning ecosystems.
